Once you’ve officially formed your LLC in the state, you can NOT operate legally until you’ve obtained a Vendor’s License, which is an Ohio Sales Tax License. This applies if you sell, lease, or rent tangible personal property at retail.
To obtain your license, you must register through the Department of Taxation. You can complete the process online or by filing a paper form application, with both methods requiring you to pay a $50 filing fee.

A Detailed Overview Of The Ohio Vendor’s License
The Ohio Vendor’s License is the official authorization allowing in-state businesses, including LLCs, to legally sell, lease, or rent tangible personal property at retail. It functions as a Sales Tax License for all businesses operating in the state. Some business types may need different forms of the Sales Tax License, which I will discuss below.
Warning: All Ohio businesses must collect and remit Sales Tax, regardless of whether they have a Vendor’s License. You face serious financial and operational consequences if you fail to do so.
You must obtain a Vendor’s License for each business location if you have multiple operating locations that make taxable retail sales of tangible goods and/or services. Furthermore, each license must be displayed in a location where it can be easily viewed. You expose your LLC to significant penalties if you fail to do this.
Once you’ve obtained your license, you must collect and remit Sales Tax:
- The state tax rate is 5.75%.
- Counties and transit authorities may add local taxes of up to 3%.
- Your total combined Sales Tax rate will therefore be no higher than 8.75%.

1. Who Must Obtain The Ohio Vendor’s License?
As I’ve mentioned above, an Ohio Vendor’s License is issued to businesses operating from fixed physical locations in the state.
Other business types must apply for alternative Ohio Sales Tax Licenses. This depends on how and where they operate.
I’ve summarized the different Sales Tax Licenses and which ones apply to each business entity type in the table below.

I will only focus on the Vendor’s License in this article. This is the most common type of Sales Tax License for Ohio LLCs.
Note: As of April 9, 2025, the registration fee for new Vendor’s License applications increased from $25 to $50.
While you have NO annual renewal fee, you need to pay your tax on the due date to keep your license valid.
2. Ohio Vendor’s License Filing Methods
You have several ways to apply for your Ohio Vendor’s License. With local auditors handling the licensing process, you can also file directly with them.
However, I recommend filing via the Department of Taxation. This is the most efficient filing method if your LLC has many operating locations. They’ll distribute your application to the appropriate local auditors.

How To Complete Your Ohio Vendor’s License Application Online

You must register for an Ohio Digital Identity (OHID) account on the business gateway platform before registering for your Vendor’s License online. This ID is used across several Ohio platforms for business filings, including your tax obligations. You can understand this ID as your State Tax ID Number.
In the following sections, I will provide a step-by-step guide on how to create your ID and register for your Ohio Vendor’s License.
Note:
- Go to “Section 3: Navigate to your application form” if you already have an OHID and have set up your business account.
- Go to “Section 2: Set up your business information” if you already have an OHID but have NOT set up your business account.
1. Create An OHID
To begin, access the OBG page. Then, click “Login” on the main page.

Next, choose “Create account” to begin your account creation process.

a. Complete The Email Verification Process
Enter your email address twice in the required fields. Then, click “Send PIN” to get an email with your verification PIN code.

Next, enter your email PIN code and click “Next.”

b. Input Your Personal Information
In Step 2, enter your legal first and last name alongside your date of birth in the applicable fields. Click “Submit” once you’ve provided the required information.
Note: You can leave the Social Security Number (SSN) field blank.

c. Choose A Username
Once you’ve entered your personal information, the system will ask you to pick a username.
Follow these rules when creating one:
- It must have 6-64 characters.
- It can NOT start or end with a special character.
- It can NOT contain only numbers.
- It can NOT contain special characters, except period (.), dash (-), underscore (_), or at sign (@).
Example: johndoe@1234 would be a good example of an acceptable username.

d. Create Your Password
Next, you’ll be asked to create your OHID password.
Again, you must follow certain rules for it to be accepted by the system:
- It must contain at least 12 characters.
- It needs to have an uppercase letter, a lowercase letter, and a number.
- It must have a special character (as listed).
Example: Password@12345678! would be an excellent example of a strong password.

e. Provide A Recovery Phone Number
After providing your username and password, enter your business phone number and click “Send PIN.”
Verify your phone number using the provided PIN code and click “Next.”

f. Agree To The Terms & Conditions
Check the box under the terms and conditions to agree to them. These explain your obligations and responsibilities when creating your account.
Once you’re ready, click “Create Account.”

2. Set Up Your Business Information
Once you’ve set up your OHID account, you must set up your business details. This must be done before registering for your Vendor’s License.
a. Login To The Business Gateway
To begin, navigate back to the Ohio Business Gateway’s (OBG) main page. Then, click “Login” on the main page.

Enter your username and password to log in to your account.

After this, you’ll be asked to enter the verification PIN sent to your email address.

b. Enter Your Employer Identification Number (EIN)
Once you’ve verified your email address, you need to enter your business’s EIN. Click “Next” when everything is complete.

Select “EIN” if the system did NOT find your account. Then, click “Next” to continue to the next filing stage.

c. State Your Business’s Initial Information
The system will now ask you about the nature of your account. Provide your business’s legal name, address, and phone number as required. Click “Next” once everything is done.

d. Redirection To Business Gateway Dashboard
The system will redirect you to the main page once you’ve entered your initial information. Click “Get started!” to move to the next stage of your filing.

Press “Next” if the system shows a Warning Page.

e. Answer General Questions
Following this, answer some general business questions. These concern your employees and gross LLC receipts. Click “Next” once you’ve completed the required information.

f. Answer The Restricted Fields Questions
The next section asks if you plan to sell alcohol, cigarettes, tobacco products, fuel, and calling cards. Choose the correct option from the dropdown menus and click “Next.”

g. Answer The Other Questions
Finally, answer the additional questions regarding your business’s setup. Questions include ones about fixed operating locations, motor fuel, and natural resources.
Click “Next” once you’ve completed the required fields.

h. Finish Your Set Up
Click “Finish” to move to the application stage.

3. Navigate To Your Application Form
With your initial business information set up, you can begin registering for your Ohio Vendor’s License. However, you must find the right form first.
Here’s how to do it:
a. Go To Tax eServices
First, navigate to the “Tax eServices” page. To do this, click the button under the Ohio Department of Taxation section.
Alternatively, follow this link: OH Tax eServices.

Click the button on the right-hand side of the relevant section to continue.

b. Log In Using Your OHID
Following this, you’ll be asked to choose a suitable verification method. Click “Send code” once you’ve chosen one.

Then, enter the PIN code sent to your email address.

c. Navigate To The Form
You should see a profile summary page once you’ve logged into your account. Click “Additional services” to continue.

Next, choose “Register a new business tax account” in the Registration and Account Maintenance section.
Once the system has finished loading, click “Register a county vendor’s license” in the Sales and Use section.

4. Register Your Vendor’s License
You should now be at the correct filing page to begin registering for your Vendor’s License.
a. Provide Your Registration Information
First, enter the date that you will begin providing taxable sales. Then, choose Yes/No to the question “Do you expect to collect more than $200 of Sales Tax per month?”
Click “Next” once you’ve completed the required fields.

b. Answer Questions Regarding Your Liquor Permit
Answer the questions regarding your Liquor Permit:
- Do you anticipate operating with a Liquor Permit?
- Have you purchased a Liquor Permit from another business?
Then, click “Next.”

c. Add Your Licensing Name (If Applicable)
Next, the system asks if you would like to add a name to your license location.
Click “Yes” and enter your desired name if you do. Otherwise, click “No” and then click “Next.”

d. State Your Business Address
Enter your business address in the next section. This should include your:
- Street address.
- City.
- State.
- ZIP code.
- County.

e. Enter The Additional Required Information
On the next page, you’ll be asked to enter any additional required information. This includes your:
- Contact information: This should be an LLC representative who will receive and process department notices. You should enter your Statutory Agent in this section. You can read my guide for my top recommendations: Best Registered Agents In Ohio.
- NAICS code: Use the Ohio Taxation Department’s NAICS code list to find a suitable NAICS code and description for your business. Then, enter it in the required field.
- Responsible parties: State your LLC members or managers in this section. This can be an individual or an entity. Make sure you provide their title, contact information, and SSN/Individual Taxpayer Identification Number (ITIN)/EIN based on your business structure.
f. Review Your Filing
After entering the required information, carefully review your filing. Click “Previous” if you need to make any edits. If not, click “Next” to continue.
Warning: Don’t use the back/forward buttons when in the browser, or you will lose all of the information you’ve added.

g. Choose Your Payment Method
Next, choose your preferred payment method. This can be an electronic check or a credit/debit card. Note that the card payment methods will charge an additional processing fee.
Click “Next” once you’ve finished.

h. Enter Your Payment Details
Once you’ve chosen your payment method, enter your payment details and click “Submit.”
The baseline cost is $50. If you choose a card payment method, you’ll need to pay a processing fee that generally ranges from 1.5% to 3.5% per transaction. Therefore, your total would be approximately $50.75 to $51.75.

i. Check Your Confirmation Code
Finally, you’ll be given a confirmation code. Make sure you save this so you can get your Vendor’s License once it’s approved.
Click “Ok” to finish your filing process or “Printable view” if you want to print your document.

4. The Approval Process
In most cases, your Vendor’s License will be approved immediately. You can download and print your digital version for use in your business locations.
The state doesn’t typically provide a physical, pre-printed certificate when completing your registration online. You can contact your local county auditor’s office for further instructions if you want a hard-copy version. Use this link to check the list of county auditors.
How To Complete Your Ohio Vendor’s License Application Using The Hardcopy Form
You can file your application using the hardcopy ST-1 Form if you don’t want to use the online filing method. Mail your completed form to the Department of Taxation or register with the local auditor.
- You need to prepare a completed form printed in standard letter size (8.5″ x11″) for both methods.
- Your standard filing fee is $50. However, your payee information depends on your filing method. I will discuss this in the sections below.
- Download Form ST-1 from the official Taxation Department website or use the link provided on the right-hand side of the screen.
You can use your computer to fill in the form directly as a PDF document or download the form, print it out, and fill it in by hand. I suggest using your computer to make reviewing easier and reduce the risk of inaccurate writing.
In the next sections, I’ll take you through the full hardcopy filing process.
1. Add Your Operating County
State the county where your LLC will operate in the “To the County Auditor of …” section. This is at the top of the page.

2. Choose And Enter Your ID Number
Next, choose between an EIN, SSN/ITIN, SOS entity number, or master number (If you file under cumulative authority). I suggest using your EIN as it’s the easiest to use and the most secure.

3. Pick Your Type Of Business
Choose “LLC” for your ownership type. Make sure you check the box to the left of the word, not the right.

4. Provide The Date That Your Business Will Start Selling
Next, enter the date that you began or will begin to start selling taxable goods. This must be in the MM/DD/YY format.

5. Add Your NAICS And Business Description
Add your NAICS code and business description to the relevant sections. You can read the Ohio Taxation Department’s NAICS code list to find a suitable NAICS code and description for your business.

6. Input Your LLC’s Legal Business Name
Underneath, fill in your LLC’s official legal name. This must be with a required designator.

7. Provide Your Trade Name Or DBA (If Applicable)
Enter your trade name or DBA if you have one. Otherwise, leave this section blank.

8. State Your Business’s Primary Address
Next, provide your primary business address. This must include your:
- Street address.
- City.
- State: This must be in abbreviation, for example, “OH”.
- Zip code: This must be 5 digits.

9. Input Your Expected Monthly Sales Tax
State your expected monthly Sales Tax amount. You can choose between two options:
- Less than $200.
- $200 or greater.

10. Answer The Liquor Permit Transfer Question
This part of your application asks if you’re transferring an existing Liquor Permit from a previous owner.
This section only applies if you bought an existing LLC and need to move the license into your name.
- Select “Yes” and enter the prior owner’s Vendor License Number and Liquor Permit Number if you need to transfer the license.
- Select “No” and leave the relevant fields blank if you’re opening a new LLC. This should be the option in most cases.

11. Answer The New Liquor Question (If Applicable)
Tick “Yes” if you’ve applied for a new liquor license. If not, click “No.”

12. Answer The Non-Liquor Operating Question (If Applicable)
Next, you’ll be asked if you plan to sell non-alcoholic items before your Liquor Permit is approved. This section is meant for LLCs that will open and operate while waiting for their Liquor Permit.
- Check “Yes” if you’ll open your business before your Liquor Permit is approved. This may include selling soft drinks, food, or other non-alcoholic items.
- Check “No” if you will only open your business once your Liquor Permit has been issued.

13. Add Information Regarding Your LLC Members
After providing information about your Liquor Permit, the next section asks you to enter your LLC members’ or managers’ information based on your business operating structure. You may fill up to 3 members or managers and choose between an entity or an individual.
Provide the following information:
- Title.
- Name.
- Street address.
- City.
- State (Code, like “OH”).
- Zip code.
- SSN/ITIN for individuals or EIN for an entity.

14. Provide Your Representative Contact Information
In the section below, enter the contact information of the individual who will be your LLC representative. This is the person who will receive and process important state documents. I strongly recommend giving your Statutory Agent information in this section.

15. Add Your Signature
After printing your completed document, provide the application date and sign it at the bottom.

16. File Your Document And Wait For Approval
You must complete this application process for each operating location if you’re operating in multiple locations. Once completed, submit your application directly to your county or via the Ohio Department of Taxation.
Note: I recommend using the Department of Taxation to complete your application if you have multiple business locations. This helps streamline your filing process.
Use the sections below as step-by-step instructions when submitting your completed application or applications.
a. Mail To Department Of Taxation
Mail your completed form to the Department of Taxation. This method is advised for LLCs with several operational locations or those who want an easier filing process.
Remember, you need to file a separate application for each operating location. Furthermore, each location requires you to pay a $50 filing fee.
Prepare your printed document alongside the payment made payable to the Ohio Treasurer of State. Then, mail it to:

Your completed document should be approved in 4-6 weeks. The state will send a physical hard copy license to you by mail using the address provided above.
b. File To The Auditor’s Office
You must contact the auditor’s office before submitting your application if you choose to file directly with them.
Once you’ve located your auditor’s information, contact them to make sure you have the correct payee and address information. This is needed to complete your registration.
Note: The county auditor directory provides key contact information for each county. This includes the:
- Auditor name.
- Their office address.
- Their phone and fax number.
- Their working hours.
- Their website.

Once you’ve confirmed your payee details or office location, place your completed application and $50 fee payment in an envelope. Then, submit your application directly to the appropriate county auditor’s office. Your processing time depends on the county auditor’s office.
Note: Just like the filing process detailed above, you must also complete a separate application and pay the $50 fee for each operating location if you operate in multiple counties.
Display Requirements For Your Vendor’s License
Every Ohio business that requires a Vendor’s License must display one at each operating location under O.R.C. § 5739.17(E). A separate license is needed for each operating location where taxable goods and/or services are sold.

Your LLC may face minor misdemeanor penalties if you fail to display your license correctly. This may result in a maximum penalty of $150 under O.R.C. § 2929.28. While there is no associated jail time, courts may require the following:
- Payment of court costs.
- Restitution to the victim (If any).
- Community service (If you can’t afford to pay).

Sales Tax Return Due Date
The Ohio Vendor’s License does NOT have a renewal date. Therefore, you need to file and remit your Sales Tax on time to avoid possible business suspension or revocation.
Your due date is based on your estimated monthly Sales Tax. The state will notify you once you’ve gained your license.
I’ve listed your potential Sales Tax filing frequencies and their associated dates in the table below:

Your due date will be on the next business day if it falls on a weekend or a holiday.

What Happens If You Don’t Obtain Your Ohio Vendor’s License?
You must obtain a Vendor’s License before conducting business activities that involve selling, leasing, or renting tangible personal property at retail. This is set under O.R.C. § 5739.17(A).

Under O.R.C. § 5739.99(A)(C), you face significant monetary penalties if you fail to follow the law. I’ve listed some of the potential fines below:
- First offense (Not collecting Sales Tax): A $25 to $100 fine. You may also face a felony charge of the fourth degree.
- Carrying out retail sales with the required license: A $25 to $100 fine.
- Acting as a transient vendor without the required license: A $100 to $500 fine for your first offense. You may be fined between $1,000 and $2,500 for each subsequent offense or imprisoned for more than one month. These fines/penalties can be imposed at the same time.
