Iowa Sales Tax Permit Overview

You need to obtain a Sales Tax Permit from the DOR under the Iowa Code §423.36 if your LLC sells tangible goods, certain digital products, or taxable services. Obtaining your Sales Tax Permit in Iowa allows you to legally collect and remit Sales Tax in the state.

The Iowa Sales Tax rate is currently set at 6%. Many local jurisdictions impose an additional 1% local option Sales Tax.

Your Iowa LLC must acquire a separate Sales Tax Permit for each operating location. However, all locations can be reported under one tax account. Therefore, you need to list and register all business locations under one application. Furthermore, you do NOT need to display the permit once obtained.

After you file the application, you can keep a copy of the submission form and immediately begin collecting Sales Tax, even before your permit has been issued.

Note: Iowa does NOT issue temporary tax permits. A permanent permit is required, even for seasonal activities. You can cancel your permit when you no longer require it.

1. Methods To Obtain Your Sales Tax Permit

You can apply for the Iowa Retail Sales Tax Permit using one of two main methods. You can apply online via the GovConnectIowa portal or offline if you complete the Iowa Business Tax Permit Registration form (78-005) and submit it to the state by mail or fax. The choice is yours.

Once completed, your filing should be processed in around 6 weeks, regardless of your chosen filing method. You’ll get an account number, DOR ID, and filing instructions once you’ve been approved.

Note: You do NOT need to pay anything to obtain your Iowa Sales Tax Permit. Furthermore, your permit stays valid unless canceled or revoked if you fail to file your required returns.

2. Who Needs A Sales Tax Permit

The following business types must obtain an Iowa Sales Tax Permit to file Sales Tax returns:

  • Retailers with a physical presence in the state.
  • Remote sellers with $100,000 in gross revenue from Iowa sales.
  • Marketplace facilitators that earn or facilitate $100,000 or more in Iowa sales.

However, there are certain exemptions where some businesses do NOT need to register for a Sales Tax Permit:

  • LLCs that do NOT make any taxable retail sales in Iowa.
  • LLCs that only sell products or services that are fully exempt from the Iowa Sales Tax (e.g., unprepared food only).

Note: An exempt LLC must register for a permit, collect Sales Tax (including local option Sales Tax), and file returns if it begins making taxable retail sales in the state.

To begin, navigate to GovConnectIowa and click “Register a New Business.

The first page you should see lists the requirements and information needed before filing. These include your location addresses and EIN. Just click “Next” to continue. 

2. Access Type Identification 

Choose your Access Type. This should be based on your role in your LLC:

  • Full access: You’re the business owner or need complete control of the account.
  • Administrator access: You’re an employee managing the account.
  • Other party access: You’re a third-party (such as a tax preparer or CPA) registering on behalf of the LLC.

3. Select Your Business Type

Choose “Limited Liability Company” from the dropdown list. 

If your LLC is a single-member one, select “Limited Liability – Single Member”.

4. NAICS Code

You must select a suitable NAICS code when registering your LLC. This stands for the “North American Industry Classification System.”

Search using a keyword that best describes the services and products that your business offers. This should allow you to find the right match.

Follow these steps to choose a suitable NAICS code:

  1. Enter a suitable keyword in the search box. This should be something that best describes your LLC.
  2. Click “Search” to view the matching results
  3. Browse the list and choose the most relevant code.

Note: You can use the arrows at the top of the page to navigate through any additional pages (if needed).

You should see that a code has been applied to your registration once you’ve selected it. Click “Next” to continue.

5. Enter Your Business Name

Next, enter your legal business name. If you’re registering as a single-member LLC, enter your full name (first and last name).

Enter your Doing Business As (DBA) name if you have one. If not, leave this field blank.

Click “Next” to continue.

6. Confirm Your Identification Number

Multi-member LLCs must enter their EIN twice in this section.

Note: You can add your EIN later if you’ve already applied for one and you’re waiting for a response. I highly recommend obtaining one before applying.

For single-member LLCs, enter your Social Security Number (SSN)/ Individual Taxpayer Identification Number (ITIN) instead.

7. Enter Your Secretary Of State Business Number

The first question asks whether your business is registered with the Secretary of State. Click “Yes” and enter your business number as stated on your approved Certificate of Organization.

Click “Next” to skip this step if you haven’t filed for a Certificate of Organization yet. You must still obtain your Certificate of Organization so you can legally conduct business activities in the state.

Note: This field won’t appear if you’ve stated that you’re a single-member LLC.

8. Add Your Headquarters Address

In this section, enter your business headquarters address. You can use the same one as your initial business address listed on your Certificate of Organization documents. P.O. boxes are NOT allowed here.

Then, choose the correct address, click “Save”, and then click “Next” to continue.

9. Registration Contacts Section

Your registration contact is the person authorized to discuss your business registration during your application process.

Note: This person is only authorized for registration-related matters. They’re NOT allowed to act on behalf of your LLC for other issues. The tax department will not share information with them unless additional authorization is given.

This step is optional, so you can just click “Next” if you don’t want to add any.

10. Provide Owners’ Details

In this section, you will add your ownership details for every applicable individual or entity. This should include:

  • Anyone who directly or indirectly owns 10% or more of your LLC or its profits.
  • Anyone who directly or indirectly owns or controls 10% or more of any class of stock.
  • All officers, directors, and partners of your business.

Choose “Add Owner/Company Information” to begin. Repeat the same process below if your LLC has more than one owner. Make sure that the total ownership percentage equals 100%.

Once you’ve added all applicable LLC members, answer the questions regarding additional authorized individuals.

Note: An authorized individual is an LLC representative with pre-existing authority to act on behalf of your LLC. This may be a director, officer, employee, or trustee. They may be allowed to access confidential information.

Click “Next” to continue once everything is done.

Note: You can only add one person as the “Sole Owner” if you’re registering as a single-member LLC.

a. If Owner Is An Entity

Select “Company” or “Trust” if your LLC owner is an entity.

Then, provide the following information: 

  • The company name.
  • Their ownership percentage.
  • Their contact information (phone number and email address).
  • The company’s EIN (FEIN) and confirm it.
  • The company address (make sure this is verified using the same process as above).

b. If Owner Is An Individual

If your LLC owner is an individual, most people select “Owner” or “Member” for the officer type section if they’re a member-managed LLC. Manager-managed LLCs commonly select “Manager.”

Then, complete the following fields:

  • Enter the individual’s full name (first and last name).
  • Provide their contact information (phone number and email address).
  • Enter their ownership percentage (%).
  • Add their position in your LLC.
  • Select their ID type and enter their SSN or ITIN.
  • State the individual’s date of birth.
  • Indicate whether they’re a U.S. citizen.
  • Confirm whether this person has the authority to receive confidential information.
  • Enter and verify their address.

Once everything is finished, click “Add” to continue.

11. Authorized Individuals

Note: You can’t add this information directly if you’re a single-member LLC. You must complete and submit the IA 2848 Power of Attorney or Representative Certification form if you have a third party that requires authorization to your account.

This section will appear if you selected “Yes” to the question “Additional Authorized Individuals” in the previous section. Remember, this is someone who can act on behalf of your LLC. Examples include yourself or other officers, directors, and employees.

Enter the following details for your authorized individual:

  • Their full name: First and last name.
  • Their ID type (SSN or ITIN): Select the applicable option and enter it.
  • Contact information: Phone number and email address.
  • Indicate whether the individual has the authority to receive confidential information and act on behalf of your LLC.
  • Mailing address: Enter and verify their mailing address.

12. Select Your Permit And License Types

Next, you need to select the permits and licenses that apply to your LLC. In this guide, I’m focusing on the Sales Tax Permit. Therefore, I’ve selected “Sales and Use.”

13. Answer Questions Regarding Your Sales And Use Seasonal Filing Options

The answers you provide in this section will be used to determine if you qualify for a seasonal filing frequency. This is based on your LLC’s business activities.

Note: You may or may not see all the questions based on your answer.

14. Discuss Your Sales And Use Tax Filing Options

Next, answer questions related to your business activities on the left-hand side of the screen. The system will then state your Sales Tax filing frequency on the right-hand side.

Your filing frequency is worked out as follows:

  • Your LLC has less than $1,200 in tax per year: File & pay annually.
  • Your LLC has $1,200 or more in tax per year: File & pay monthly.
  • You select to have sales on specific months: File & pay seasonally.

Following this, click “Next” to continue.

15. State Your Sales And Use Mailing Address

You will be given a separate Sales and Use Tax account when registering for your Sales Tax Permit. Iowa state lets you use a different mailing address specifically for receiving documents related to your account.

Select “Yes” if you want to use a separate mailing address. Then, enter the address and verify it using the steps detailed above. Otherwise, click “Next” to continue.

16. Provide Your Permit Locations

You are required to obtain a separate Sales Tax Permit for each physical business location in Iowa. Therefore, you must add all of your business locations in this section. Repeat the process below if you have more than one business location.

On this screen, enter your Permit/License Location details:

  • Enter the date that you started collecting Sales Tax, alongside the location name and store number (if applicable).
  • Answer questions regarding your business activities at the stated location. For example, hotel tax, vehicle rentals, and hazardous materials.

Complete the following for this section:

  • Choose “Yes” if your permit location address is the same as your headquarters.
  • Select “No” if it’s different. Then, enter your location address and verify it.

For the NAICS code section:

  • Select “Yes” if your business location uses the same NAICS code as your business.
  • Select “No” if you need to choose a different NAICS code for your location.

Click “Add” to continue once you’ve completed the required information.

Then, click “Next” when you’ve added all locations to continue to the review section.

17. Review Your Submission

Finally, carefully review your application. Click “Return” if you need to fix any section.

18. Confirm Your Submission

Provide your account’s password and click “Submit.

Once submitted, your application should be processed in around 6 weeks. You’ll receive your account number, DOR ID, and filing instructions for filing and paying your applicable taxes. This will be sent to the email address registered with your account.

You should also see that your permit letter is available electronically under the “View Letters” action on the GovConnectIowa platform.

How To Create A GovConnectIowa Account

1. Visit The Website

To begin, visit the GovConnectIowa website. Then, click “Sign up.

2. Create Your Account

Next, enter your name, username, and email address. Following this, create your account password while following these requirements:

  • Your passwords cannot be reused.
  • It must contain at least 8 characters.
  • It must contain both letters and numbers.
  • It should contain uppercase and lowercase letters.
  • It must contain special characters.
  • It cannot include your name.

Once you’ve chosen a suitable password, select your phone number type and enter your phone number.

Click “Verify email” once everything is complete.

How To Obtain Your Sales Tax Permit By Mail: A Step-By-Step Guide

If you don’t want to file online, you can complete the Iowa Business Tax Permit Registration form (78-005) and submit it to the DOR.

To begin, download the form by clicking the “Download” button on the right-hand side of the screen or clicking the provided link above.

Once complete, file your application by mail or fax using this form. You’ll need to wait around 6 weeks + mailing time to obtain your permit.

You can keep a signed copy of your application so you can immediately start collecting Sales Tax.

The form has NO mandatory printing requirements. Therefore, you should print it using standard U.S. letter (8.5 × 11 inch) paper and ensure that the information is clear and legible.

As I’ve already mentioned, your registration contact is an individual authorized to discuss your business registration during your application process. This person is only allowed to handle registration matters and can NOT access your tax information without additional authorization.

Note: This is an optional step, so you can leave it blank.

2. Type Of Business Ownership

Next, select your business type:

  • Single-member LLCs: Check “Single-member limited liability company (individual-owned)” in section 1A and enter your SSN/ITIN.
  • Multi-member LLCs: Check “Limited liability company” in section 1B and enter your EIN.

Note: You will need to add your EIN at a later date if you’ve already applied for one and you’re waiting for a response. In this case, write “applied for” in the EIN field.

I strongly recommend applying for your EIN before beginning your filing.

3. NAICS Code

First, navigate to the NAICS website. Once you’re on the homepage, search for your business nature and describe your business activities.

If you’re a multi-member LLC, enter your legal business name exactly as it appears on your Certificate of Organization. State this in the “Legal name” field. 

As a single-member LLC, enter your full name (first name and last name) in the “First Name” and “Last Name” fields.

Finally, enter your “Doing Business As” name if you have one. Otherwise, leave this section blank.

5. Business Addresses

a. Headquarters Or Primary Address

Enter your business headquarters address. This can be the same as the initial business address in your Certificate of Organization. A P.O. box address is not allowed.

Enter your business mailing address if it is different from your headquarters address. If they are the same, you can leave this field blank. This can be a P.O. box address.

c. Sales And Use Account Mailing Address

As stated above, when registering for a Sales Tax Permit, you’ll be assigned a separate tax account for sales and use tax. The state allows you to provide a different mailing address specifically for receiving documents related to this account. This can be a P.O. box.

If you do not need to have a different address for this purpose, you can leave this field blank.

Note: Because this guide focuses on the Sales Tax Permit, other fields related to other types of tax will be skipped. 

6. Accounts Or Permits Needed

a. Select Tax Account

To begin, check the box for “Sales and Use Tax.” Then, enter the date that you will start collecting Sales Tax.

b. Filing Frequency

Check the box stating the amount of Sales or Use Tax that you’ll collect each year. This determines your filing frequency:

  • Your LLC has less than $1,200 in tax per year: File & pay annually.
  • Your LLC has $1,200 or more in tax per year: File & pay monthly.

c. Business Activities

The answers you give in this section determine whether your LLC needs to register for a Sales and Use Tax Permit and how you’ll report your business sales.

c1. Do You Have A Physical Presence In Iowa?

Indicate whether your LLC has any locations, employees, or property in the state:

  • You must state your Iowa business location(s) if you answer “Yes.” Attach a separate sheet if you have more than one business location.
  • You may still need to register based on your Iowa sales activity (economic nexus) if you answer “No.” Go to the next two questions.
c2. Will You Have Gross Sales Of $100,000 Or More?

This question requires you to estimate your expected Iowa sales. If you’ve chosen “yes,” your LLC is generally required to collect and remit Iowa Sales Tax as a remote seller.

c3. Will You Exclusively Be A Marketplace Seller?

You need to determine how you make your sales in this question:

  • Select “Yes” if you only sell using a marketplace facilitator (e.g., Amazon, Etsy). You must NOT sell directly to customers.
  • Select “No” if you also make direct sales outside of a marketplace.

d. Activities At The Sales Location

Answer questions regarding your business activities at this location. Examples include hotel tax, vehicle rentals, and hazardous materials.

7. State Your Authorized Individuals

Note: You only need to complete this section if your business is a multi-member LLC.

An authorized individual is a business representative with pre-existing authority to act on behalf of the taxpayer. Examples include directors, officers, trustees, or employees. They can access confidential information.

Provide the following details:

  • Their first and last name.
  • Their identification type and number.
  • Their address.
  • Their contact information (email and phone number).

Note: If you’re a single-member LLC, you can’t directly add authorized individuals. Instead, you’ll need to fill out and submit an IA 2848 Power of Attorney or Representative Certification form. This must be done if you have a third party that requires account authorization.

8. Provide Your Signature

Once you’ve stated your authorized individuals, you need to provide your signature to finalize your application.

Enter the following information:

  • Your full name (first name and last name).
  • Your title (e.g., Owner).
  • Date of signing.
  • SSN or ITIN.
  • Your phone number and email address.

9. File Your Completed Form

As I’ve said in the online application instructions, you can begin collecting Sales Tax immediately once you’ve submitted your application. Make sure you keep a signed copy of your application for your records until your permit is officially issued.

Generally speaking, your application should be processed within 6 weeks. Once approved, you’ll get your account number, DOR ID, and instructions for filing and paying taxes via your business mailing address.

Why You Have To Obtain A Sales Tax Permit In Iowa

As I’ve said above, you must collect and remit Sales Tax if your LLC sells tangible goods, certain digital products, or taxable services. This requires you to obtain a Sales Tax Permit first.

Note: You’re still required to collect and remit Sales Tax, even if you don’t obtain a permit. Because of this, failing to obtain your permit before making taxable sales in the state may lead to serious consequences for your LLC.

For example, you may face a registration penalty if you collect and pay tax without a permit. There may be compliance penalties if you have a permit but fail to collect or remit the required tax. If you can’t meet either requirement, penalties may apply concurrently.

1. Penalties & Interest

You need to pay any penalties and monthly interest on any unpaid Sales Tax, starting from the original due date under the Iowa Code §423.40(1). Any charges continue to add up until paid and can be enforced, just like normal tax debts.

Your penalties are as follows.

  • Failure to file a return on time – 5% penalty of the unpaid tax.
  • Failure to pay tax on time – 5% penalty of the unpaid tax.
  • Underpayment found during audit – 5% penalty of the unpaid tax.
  • Willful fraud or tax evasion – 75% penalty of your unpaid tax (not waivable).
  • Not paying enough on extension – 10% penalty on your unpaid tax.
  • Ignoring filing demand – $1,000 penalty (if you don’t file within 90 days after the notice).
  • $500 civil penalty – Applied if you file a “frivolous return.” This means that your return lacks sufficient information or contains clearly incorrect details intended to mislead or delay tax administration.

2. Permit Revocation

Under the Iowa Code §423.36(6), your Sales Tax Permit may be revoked by the DOR if you fail to file or pay taxes after providing at least 10 days’ notice and an opportunity for a hearing. You can NOT legally make sales once your license has been revoked.

In some cases, the department may impose a 90-day waiting period before your permit can be restored or reissued. You may also need to reapply for a new permit in some cases.

You’re seen as committing an aggravated misdemeanor under the Iowa Code §423.40(2)(b) if you continue selling once your license gets revoked.

Careful here. You’ll face certain penalties detailed in the Iowa Code §903.1(2). These should not be taken lightly.

  • A fine ranging from $855 to $8,540.
  • Up to 2 years of imprisonment.
  • If the sentence exceeds one year, it will be an indeterminate term set by the court.

3. Permit Denial

Under the Iowa Code §423.36(3), your State Tax Permit application may be denied if you try to apply for a new one after the previous one has been revoked. This happens because you have penalties, unpaid taxes, or past delinquencies.

To resolve this situation, you must:

  • Pay the outstanding debt.
  • Set up a payment plan with the Department.

Only after completing those can you apply for a new permit.

4. Criminal Offense

Under Iowa Code §423.40(2)(a), it’s seen as a serious misdemeanor if you knowingly sell taxable goods/services without first obtaining a Sales Tax Permit.
