Completing the formation of your Missouri Limited Liability Company (LLC) is the first step. You’ll still need to register for a Missouri Sales Tax License. Doing so will allow you to legally sell goods or provide taxable services.

You get this license from the Missouri Department of Revenue (DOR). You’ll either apply online through the MyTax Missouri system or by submitting Form 2643 (Missouri Tax Registration Application) by mail. The state doesn’t charge any fee for this registration.

If your Missouri LLC operates without the required tax registrations or doesn’t maintain an active account, the state can impose penalties, assess interest, and raise additional compliance issues.

Below, I will explain the essential details relating to this license and walk you through the full registration process. Plus, I will outline the consequences of operating a Missouri LLC without the necessary license.

Missouri Sales Tax License Overview

Disclaimer: Missouri officially uses the terms “Retail Sales Tax License” and “Retail Sales License”. You may also see these referred to as a “Sales Tax License” or “Retailer’s Permit”. In this article, I will use these terms interchangeably.

Under Missouri Law (RSMo § 144.083), the state imposes sales and use tax on taxable retail sales and services. That said, any person or business entity is required to register for a Sales Tax License. Keep in mind that this needs to be done before engaging in taxable business activities in Missouri.

Missouri administers Sales Tax on a location-by-location basis. In other words, you need to register each business location operating in the state. Additionally, each location receives its own Sales Tax License that should be displayed at the place of business. I cover multi-location registration and display requirements in later sections.

Missouri Sales Tax consists of two components: a state-level tax and applicable local taxes. You can review current Missouri Sales Tax rates depending on your business location.

1. Do You Need To Register For Missouri Sales Tax License?

You’re required to register for a Sales Tax License in Missouri if you have established nexus in the state. To keep things simple, nexus means your business has a meaningful connection to Missouri. This connection can arise in two primary ways, as highlighted below. I will discuss these requirements in detail further below.

2. Filing Methods And Fees

Missouri doesn’t charge a fee to register for a Sales Tax License. However, processing times vary depending on how you apply:

  • Online (MyTax Missouri system): Typically processed within 2–3 business days.
  • Mail (Form 2642): Usually processed in about 10 business days.

How To Get A Missouri Retail Sales Tax License Online

Before you file: Your LLC needs to secure an Employer Identification Number (EIN) before applying for a Missouri Sales Tax License. If you haven’t gotten one yet, refer to my guide on EINs For Missouri LLCs.

Start by visiting the Missouri DOR’s “Register a New Business” online portal. You can use this system whether or not you have previously created an account with the DOR.

Note: This online application supports multiple tax registrations, such as withholding and income tax. That said, the steps below focus only on registering an in-state Missouri LLC for a Sales Tax License.

Out-of-state LLCs conducting taxable activities in Missouri can also use this process, as the required information is largely the same.

You will first see the Terms and Conditions page, as presented below. Review the terms carefully before scrolling to the bottom. Then, check the “I agree” box and click “Next” to proceed.

1. Enter The Submitter’s Contact Details

On the Contact Information page, provide details for the person submitting the application. This individual needs authorization to discuss the LLC’s tax matters with the Missouri DOR.

Fill out all required fields marked with an asterisk, including:

  • Full name.
  • Daytime phone number.
  • Email address (entered twice for confirmation).

2. Business Information

This section asks for your essential business details. To simplify the process, I have organized the required information into the categories below.

a. Business Ownership Type

This step can be confusing because Missouri lists three LLC options. However, your selection depends solely on how the IRS classifies your LLC for federal tax purposes. Here are the three options:

  • LLC corporation: Choose this option only if your LLC has elected to be taxed as a corporation with the IRS.
  • LLC disregarded: Select this if you operate a single-member LLC using the IRS default classification as a disregarded entity.
  • LLC partnership: Choose this option if your LLC has multiple members and follows the IRS default classification as a partnership.

b. Legal Name Of The Business

Enter your LLC’s full legal name exactly as shown on your Articles of Organization or the most recent amendment, if applicable. Don’t use abbreviations, alterations, or trade names.

c. Mailing Address

For the Mailing Address field, the dropdown menu will only display “Add a New Address.” Choose this option and manually enter the address where you want to receive official mail from the Missouri DOR.

d. Phone Number

Provide a valid business phone number. The Missouri DOR can use this number to get in touch with you about your registration or for tax purposes.

e. Previous Owner Or Operator

Newly formed LLCs are obligated to select “No.” Choose “Yes” only if your LLC purchased or assumed control of an existing business. In that case, you may need to get a Certificate of No Tax Due or other tax clearance documents.

f. Record Storage Address

Your LLC needs to keep all required records and make them available to the Missouri DOR upon request.

  • Select “No” if you don’t store records at a separate physical location or if you maintain records electronically without a fixed address.
  • Choose “Yes” if you store records at a specific location. The system will then prompt you to enter that address on a separate screen.

g. Starting Date

Input the date your LLC begins taxable activity in Missouri. This is usually the date of your first sale or the anticipated start date.

As noted earlier, this guide applies only to domestic LLCs registering for a Retail Sales Tax License Missouri. Here’s how to complete this section appropriately:

  • Choose “Yes” for the first question (“Do you make retail sales in this state to other customers of this state?”). This response activates the Sales Tax registration.
  • Select “No” for all remaining questions.

Note: Before answering “Yes” to any additional tax-related questions, I suggest you consult a qualified accountant or attorney. This is because choosing “Yes” can create extra tax requirements.

4. Corporate Entity Information

Use this section to verify your LLC’s state registration details.

  • Choose “No” for the exemption question.
  • Select “Missouri” as the state of incorporation.

Your incorporation date is the date your LLC was legally created, which appears as the effective date on your Missouri Articles of Organization. You can also find your Missouri Charter Number on the same document.

If needed, you can also locate this information by searching your LLC name on the Missouri Secretary of State’s website. This will only work if you already have an LLC registered with the state.

5. Provide Your LLC EIN

The system doesn’t label this field as required. However, the Missouri DOR expects an EIN when registering an LLC for a Missouri Sales Tax License.

MOID stands for Missouri Tax ID.

  • Enter a MOID only if your LLC already has one, meaning you previously registered with the DOR. Use it when you’re applying for a Sales Tax License for a new business location.
  • If your LLC is newly formed, leave this field empty.

6. Member Information

Next, you’ll be prompted to list all members of your LLC. Click “Add” to begin entering member details.

a. Adding Member Information

During this step, a new screen will open. Complete the fields as follows:

  • Member Type: Pick “Individual” if the member is a person, or “Business” if the member is another legal entity.
  • Name: Provide the member’s full legal name or the business’s registered legal name.
  • Identification Number: Enter the individual’s Social Security Number (SSN) or the business entity’s EIN.
  • Member’s Title: Choose “Member” or “Member Manager,” depending on your LLC’s management structure.
  • Effective Begin Date: Typically, this is the LLC’s creation date, unless ownership or management changed later.
  • Mailing Address: The dropdown will only display “Add a New Address.” Leave it selected and complete the address fields below.
  • Phone Number and Email: Optional.

After completing the form, click “Save and Continue.”

Additional guidance on the LLC’s management structure:

Your LLC’s management structure decides who has authority to operate the business and handle Sales Tax responsibilities.

  • Select “Member” for a member-managed LLC, where the owners run the business directly.
  • Select “Member Manager” for a manager-managed LLC, where one or more appointed managers oversee operations.

b. Review Member Details

Go over the summary table to verify that all member details and SSN/EIN entries are accurate.

  • If your LLC has multiple members, select “Add” and repeat the steps above.
  • If corrections are needed, delete the entry and re-enter the information.
  • When everything is correct, click “Save and Continue.”

7. Provide Authorized Representative Information

This part isn’t mandatory. Complete it only if you want to designate someone other than an LLC member as an authorized representative. This person, such as an accountant, will be allowed to communicate with the Missouri DOR for you.

Note: The authorized representative needs to be an individual and can’t be someone already listed as an LLC member.

The entry process mirrors the steps used when adding an individual member. If you don’t need to appoint an authorized representative, leave this section blank and click “Save and Continue.”

8. Sales Account Information

In this section, you’ll supply information about your LLC’s taxable sales activity in Missouri.

a. Taxable Sales Start Date And Sales Frequency

Start by entering the date your LLC first made, or expects to make, taxable sales or purchases in Missouri. Use the date you actually began sales activity rather than your LLC’s creation date.

For the sales frequency question, click “Yes.” The alternative option applies only to seasonal businesses that operate during specific months of the year.

b. Forms Mailing Address

The Missouri DOR will deliver your Sales Tax filing forms to this address. You can choose an address you entered earlier. Alternatively, you can select “Add a New Address” from the dropdown to enter a different mailing address.

c. Sales Details

Enter your approximated monthly taxable sales to Missouri customers in whole dollars, without commas. The Missouri DOR uses this estimate to decide how often you need to file Sales Tax returns. These can be monthly, quarterly, or annually.

Tip: A reasonable estimate is sufficient. The DOR reviews your filing frequency each year and may adjust it if your actual sales change.

d. NAICS Code

NAICS stands for the North American Industry Classification System, which classifies businesses based on their primary activities.

Choose the right NAICS Category that best represents your industry. You can then refine your selection using the NAICS Subcategory dropdown.

Tip: I suggest confirming your code using the U.S. Census NAICS system. Choose the code that aligns best with your main taxable activities. This is important because the state uses this information for ongoing tax administration and compliance.

9. Add Sales Locations

Missouri issues Sales Tax Licenses by location, as explained earlier. Therefore, you need to enter each Missouri sales location separately in this section.

The system doesn’t support bulk entry. Select “Add” to start and submit each location one at a time.

a. Add Your Business Location

The system will open a new page and ask detailed questions about this business location to determine your Sales Tax reporting obligations.

  • Begin by entering the Trade Name / DBA used at this location. If you don’t use a DBA, input your LLC’s legal name.
  • For “Temporary Location,” choose “No” unless you operate this location only for short-term events, such as fairs or pop-ups.
  • For “Physical Location,” click “Yes” if you make sales at a permanent address.

Note: Only tick off additional options if they truly apply to your situation. These can include special events, mobile sales, vending machines, or telecommunications. Choosing these may create additional reporting obligations.

Next, scroll down and enter your business location address, which determines the relevant local Sales Tax rates. Under “Location Address,” you can choose an address you entered earlier. Otherwise, you can pick “Add a New Address” and enter the full physical address where sales happen.

Note: If you don’t operate from a physical location, follow the on-screen commands. You’ll then need to include the appropriate description (for example, “Mobile Sales” or “Special Event Sales”) in Address Line 1.

b. Add Locations NAICS

On the next screen, select a NAICS code for this specific sales location. As you did before, choose the category and subcategory that best describe the actual products or services sold at this location. Then, choose the final activity from the dropdown list.

Note: This NAICS code doesn’t need to match your LLC’s general NAICS classification.

c. Select Business Jurisdiction

At this stage, the system identifies the applicable local Sales Tax jurisdiction according to your location address. If it can’t determine the jurisdiction automatically, you need to select the correct one from the list provided manually.

d. Location Retail Sales Activities

This section captures any special product types or retail activities associated with this location.

The available options depend on the activities/NAICS code you chose previously. For this reason, only check boxes that accurately reflect what you actually do at this location. If none apply, leave all boxes unchecked.

e. Review

Review the summary table to confirm that all location details are accurate.

  • If changes are needed, delete the entry and add it once more.
  • To enter additional locations, click “Add” and repeat the same steps for each one.

Once everything is correct, click “Save and Continue.”

10. Review And Submit

Carefully review the summary to confirm that all information is correct. If you need to edit anything, click “Back” to modify the relevant sections. When everything is accurate, select “Save and Continue.”

11. Signature

This is the last certification step. Read the statement thoroughly, then choose “Yes” to submit your application.

12. Confirmation Notice

Your application has now been successfully submitted. The system will show a confirmation number. You can choose “Print” and save a copy for your records. You will also receive a copy by email.

After submission, the Missouri DOR will review your registration. Once approved, the DOR will issue your Sales Tax License and filing instructions separately.

How To Get A Sales Tax License In Missouri By Mail

You may also apply for a Missouri Sales Tax License by submitting Form 2643 (Missouri Tax Registration Application) by mail. You can find this form on the DOR’s website or use the attached copy provided here.

I recommend filling out the form electronically to reduce the risk of handwriting mistakes. After completing it, mail the application to the Missouri DOR, P.O. Box 357, Jefferson City, MO 65105-0357.

The document includes seven pages, but you only need to file pages 3 through 6, which make up Form 2643. Fill out Sections 1–32 as directed by the Missouri DOR.

Form 2643 registers multiple types of tax accounts. That said, the steps outlined below focus only on the sections relevant to Sales Tax registration for domestic LLCs.

You will also find that the paper form requests much of the same information as the online system. Therefore, you can refer back to the instructions above if you need additional clarification.

1. Entity Identification

Enter your Federal Employer Identification Number (FEIN), which is required for all LLCs. Leave the MOID field blank. The latter only concerns LLCs that have registered with the Missouri DOR in the past.

2. Reason For Applying

This section explains the reasons behind your registration. Plus, it informs the DOR whether your filing is a new application or a change to an existing account.

  • Choose “Retail sales” as the tax type you are registering for.
  • Pick “New MO Registration” if you’re applying with the DOR for the first time.

3. Owner Details

This information highlights the party legally responsible for the tax account. Therefore, it’s important that the details match your LLC formation documents and Internal Revenue Service (IRS) records.

  • If the owner is an LLC, corporation, or partnership, enter the entity’s legal name and address.
  • If the owner is an individual, also give their SSN, date of birth, and phone number.

4. Ownership Type

Begin by selecting “Limited Liability Company”, then input your LLC number.

Tip: You can find your LLC number in:

  • Your approved Articles of Organization. For more details regarding this filing, refer to my guide: Missouri LLCs Articles Of Organization.
  • Missouri’s Business Entity Records by looking for your LLC name online.

Next, select the ownership classification that matches your federal tax status:

  • Single-member LLCs default to “Disregarded Entity,” unless they have chosen corporate tax treatment with the IRS.
  • Multi-member LLCs default to “Partnership.”
  • Select “Corporation” only if your LLC has elected to be taxed as a C corporation or S corporation.

5. Previous Owner Or Operator

Choose “No” and leave the remaining fields blank. Pick “Yes” only if your LLC acquired an existing business. In this case, you might need to get a Certificate of No Tax Due or other tax clearance documents.

6. Mailing Address

The Missouri DOR will send all tax correspondence and filing forms to the business address you entered earlier.

  • If you would rather have tax mail sent to a different address, enter it here and tick the applicable boxes.
  • If the mailing address belongs to another business, include that company’s name.

7. Record Storage Address

Your LLC needs to maintain its tax records at a physical location. Additionally, these documents should be available for inspection by the Missouri DOR upon request.

For this reason, a P.O. box is not acceptable. You can store your records electronically, such as in cloud-based systems. Even so, you’ll be required to provide a valid street address where the records are managed.

8. Members Responsible For Tax Matters

Name the individual or entity member who directly oversees tax collection and remittance for your LLC.

  • Provide the member’s full name, title, and identifying information SSN for individuals or FEIN for entities). You’ll also need to give their home address and title start date.
  • If more than one member shares responsibility, add extra entries in this section or attach a separate list if necessary.

9. Authorized Representatives (Optional)

This next part is optional. Fill it out only if you want to allow someone other than an LLC member to communicate with the Missouri DOR on your behalf. This person could be an accountant or tax agent, for example, who is authorized to speak with the DOR about your taxes.

10. Retail Sales

This section establishes when your Sales Tax responsibility begins and how frequently you need to file returns. Complete it as follows:

  • Input the date your taxable sales or purchases start, or the date you expect them to begin.
  • Leave the “Temporary License” question unanswered unless your business operates for fewer than 191 days.
  • If your business runs year-round, skip the “Seasonal Business” option. This applies only to LLCs that make taxable sales during specific months of the year.
  • Estimate your Sales Tax liability and choose Monthly, Quarterly, or Annual filing based on that estimate.

11. Business Name And Physical Location

Provide complete details about your business’s physical location, including:

  • Your business name, which should be your LLC’s legal name if you do not use a registered DBA.
  • The full physical address where sales take place (P.O. boxes are not allowed).
  • An indication of whether you make sales at temporary locations.
  • Confirmation of whether the business is located within city limits or special tax districts.
  • A short description of your business activities and primary sales type (such as retail, wholesale, or services). This should reflect your actual operations.

Tip: Use the form’s Missouri Sales and Use Tax Lookup tool to verify the correct city, county, and applicable special tax districts.

12. Retail Sales Of Certain Items

Note: This is the final section related to Sales Tax registration. Any other section on the form applies to different tax types and is not covered in this guide.

Because requirements change according to your specific business activities, the resources below can help you determine what applies to your LLC:

13. Signature

This is the final step before you mail Form 2643 to the Missouri DOR.

  • Signature: Print the form and sign it. The signer is required to be the owner or an officer, partner, or LLC member previously listed on the application.
  • Title: Enter the signer’s official title, such as Member or Authorized Party.
  • Date: Write the date the form is signed.
  • Typed or Printed Name: Provide the signer’s full legal name.
  • Email Address: Include a valid email address for correspondence from the DOR.

After completing all fields, mail the signed form to the address shown at the bottom of the application.

Tip: If someone other than the listed member(s) signs the form, include a completed Power of Attorney (Form 2827) with your application. Both the appointed representative and the member(s) need to sign this form.

Missouri Sales Tax License Approval

After the Missouri DOR successfully processes your registration, it will mail a welcome letter to the address listed on your application. This letter includes:

  • Your MOID.
  • A 4-digit PIN for online filing, along with your business account start date.
  • Your business’s approved filing frequency.

Processing typically takes about 10 business days. Online applications are usually completed faster and are often approved within 2–3 business days.

Note: Missouri doesn’t require Sales Tax License renewals. That said, you still need to file all returns and pay any taxes due on time to prevent revocation.

Once your license is approved, your LLC will have to meet ongoing compliance obligations. These go beyond filing returns and remitting tax if you want to stay compliant with the DOR.

1. Displaying Requirements

Under RSMo § 144.083, you’re required to display your Sales Tax License prominently at each business location. This way, customers can easily see that you are authorized to collect Sales Tax. Putting the license on display also lets the Missouri DOR confirm compliance during inspections.

Note: If your LLC operates at several locations, each one needs to showcase its own Sales Tax License.

2. Update Your Business Locations

When you open a new business location, you need to submit an additional registration. You can do so by using the Registration Change Request Form 126. Alternatively, you can update your information online through your Missouri MyTax account, following DOR instructions. The Missouri DOR will issue a new Sales Tax License for each additional location.

Note: You can also use this process to close a location that is no longer operating. This helps prevent unnecessary filing and reporting requirements.

Who Is Required To Register For A Missouri Sales Tax License?

A state such as Missouri can require a business to register for Sales Tax once the business establishes nexus with the state. Nexus refers to an adequate connection with Missouri that triggers a Sales Tax obligation. This connection can occur through:

  • Physical presence.
  • Economic nexus.

1. Physical Presence

Your LLC has physical presence in Missouri if it keeps a place of business within the state. Under RSMo § 144.605, physical presence may include:

  • An office.
  • A distribution center.
  • A sales or sample room.
  • A warehouse.
  • A storage facility.
  • Any other business location in Missouri.

As a result:

  • All domestic LLCs in Missouri automatically establish physical nexus by operating in the state.
  • Out-of-state LLCs can also create physical nexus indirectly. For instance, this can be done by using a Missouri-based vendor, contractor, agent, or other representative.

2. Economic Nexus

Even without a physical location in Missouri, a foreign LLC can still establish economic nexus and be treated as a remote seller. This occurs when the business goes over $100,000 in taxable Missouri sales during a calendar year, as defined by the Missouri DOR.

Note: The $100,000 threshold includes all sales of tangible personal property delivered to Missouri customers. This total also includes sales made through marketplace facilitators.

Let’s take an example where a Florida-based LLC sells products online and ships them to Missouri customers. Whether the sales are made through its own website or platforms like Amazon, then:

  • $0–$100,000 in Missouri taxable sales during the year: No economic nexus.
  • More than $100,000 in Missouri taxable sales during the year: Economic nexus is established.

Why You Need To Secure Your LLC’s Missouri Sales Tax License

Note: Failing to register doesn’t eliminate your obligation to file Sales Tax returns or pay any taxes owed.

A Missouri Sales Tax License allows your LLC to legally charge Sales Tax to customers and file and remit those taxes to the state. It also helps you avoid penalties and enforcement actions and prove compliance during audits or inspections.

Missouri strictly implements its Sales Tax registration rules. Operating taxable activities without proper registration can expose your business to significant penalties.

1. Penalties For Operating Without Required Registration

Under RSMo § 144.118, Missouri imposes civil penalties on businesses that operate without the required Sales Tax registration:

  • Up to $500 for the first day of noncompliance.
  • $100 per day for each additional day, capped at $10,000.

For first-time Missouri businesses, the state may waive the daily penalty during the first 20 days. However, this relief doesn’t apply to unpaid taxes and doesn’t protect responsible individuals from potential criminal liability, as outlined below.

2. Liability For Uncompleted Tax Obligations

Your Sales Tax obligation arises from engaging in taxable activity, not from registering with the state. As a result, tax liabilities continue to accumulate even if your LLC operates without a Sales Tax License.

a. Back Tax

Under RSMo § 144.080, failing to register doesn’t cancel your LLC’s responsibility for Sales Tax that should have been collected and remitted. You remain liable for the full amount, even if you never charged customers for the tax.

b. Penalties And Interest

Missouri charges penalties for failing to file required Sales Tax returns, even in cases where no tax is due. Plus, interest accumulates on any unpaid tax from the original due date until payment. This is calculated using the rate and method set by the DOR.

c. Criminal Liability For Responsible Individuals

Under RSMo § 144.510, Missouri can disregard the LLC’s liability protection and pierce the corporate veil. The state can then impose misdemeanor criminal liability on responsible individuals, including the LLC’s owner, for operating an unregistered entity.

You can apply online through the Missouri MyTax system to register with the Missouri DOR. Alternatively, you may complete the Missouri Tax Registration Application (Form 2643) and send the paper form to the DOR. I’ve outlined detailed instructions above if you need more guidance.

How much does it cost to get a Sales Tax permit in Missouri?

There is no cost. Missouri doesn’t charge a registration fee for Sales Tax permits, and there is no renewal fee. After it’s been issued, the permit remains valid unless the state revokes it for noncompliance. For instance, this could happen after omitting to file returns or pay taxes on time.

Is a MOID and an EIN the same thing?

No, a MOID is different from a FEIN. The IRS issues an EIN for federal tax purposes. On the other hand, the Missouri DOR issues a MOID for state-level tax obligations, including Sales Tax.

Does my LLC need a Sales Tax account?
