3. Phase 3: Initial State And Local Compliance Requirements

Phase 3 requires you to complete your local and state compliance obligations. This must be done before beginning full business operations.

a. Step 1: Get Your Required Business Licenses And Permits

Note: There is NO single statewide business license requirement in Hawaii. Instead, you must obtain your local and industry-specific licenses depending on your operating location and industry.

With requirements depending on the agency, this step may take anywhere from a few days to several weeks. Generally speaking, the average timeline is 1-4 weeks.
