Failing to obtain all required business licenses can result in fines and penalties, which are discussed later. For this reason, I recommend securing all applicable licenses before officially conducting business in North Carolina.

Important: North Carolina doesn’t have a statewide general business license. But your LLC may need to obtain business licenses depending on your business location and industry.

North Carolina’s business licensing framework functions across three levels of jurisdiction:

  • State licenses: Issued by North Carolina state agencies for certain regulated activities.
  • Local licenses: Issued by county or city agencies based on where the business operates.
  • Federal licenses: Issued by federal agencies and required only for LLCs operating in highly regulated industries such as firearms.

Within this structure, North Carolina business licenses usually fall into two primary categories:

  • General business licenses: Apply to every business if required, regardless of location or industry.
  • Professional or occupational licenses: Apply when your LLC operates in a regulated profession or industry.

The total cost of required licenses depends on how many licenses apply to your LLC and which agencies issue them, as each agency sets its own application and renewal fees. For some LLCs, the total licensing cost may be $0.

1. North Carolina State General Business License

You might be wondering, “Does North Carolina require a business license?” Actually, the state doesn’t issue or mandate a statewide general business license.

Because there is no general state business license, North Carolina doesn’t have a state-level application or renewal process for one.

This streamlines administrative obligations at the state level. However, it doesn’t remove the requirement to obtain other necessary licenses or permits.

These North Carolina business license requirements depend on the nature of your business activities and are explained below.

2. State Occupational Licenses And Permits

A state occupational or professional license is needed if your LLC operates in a regulated profession or industry in North Carolina. Running your business without the required license may lead to significant legal and financial penalties.

To find out whether your business needs a state-level occupational license, you can review the North Carolina Business and Occupational License Database. This database identifies regulated professions and the state agencies responsible for issuing the corresponding licenses.

Important: In North Carolina, the Secretary of State doesn’t issue business licenses. That office is responsible only for business entity matters, such as forming LLCs and maintaining filings. Business licenses and permits are instead issued by other state agencies, local governments, or regulatory boards. Which one will ultimately depend on the nature of your business.

Municipal Business License Requirements In North Carolina

Note: Under North Carolina law, effective July 1, 2015, many cities and towns no longer require a traditional business license. This is because House Bill 1050 removed their authority to impose a business license tax.

That said, some municipalities still require businesses to sign up for a local business license ordinance.

Municipal business licenses are issued by local authorities, such as cities, towns, or counties, collectively known as municipalities.

Municipal licensing generally falls into two categories:

  • General business licenses: Required for all businesses running within a municipality, no matter the industry.
  • Industry-specific licenses or permits: Required only for certain businesses based on the activities they perform.

For example, all businesses operating in the Town of Franklin need to register with the town. Then, they have to pay a $10 yearly registration fee and complete registration by September each year.

Let’s take a look at another example. In Greensboro, certain businesses are required to get a local business permit before starting operations. This includes peddlers, itinerant merchants, mobile food vendors, commercial solicitors, and massage businesses operating within city limits.

Licensing rules differ across North Carolina. Therefore, your LLC should always check with the relevant city hall or county clerk’s office to confirm local requirements before beginning operations.

How Much Is A Business License In North Carolina?

North Carolina doesn’t have a general business license at the state level, so there are no registration fees or renewal fees here.

However, your North Carolina LLC may need a state-level occupational license, municipal-level license, or permit to operate. The cost of these licenses depends on where you’re doing business and what industry you’re in.

Most local and occupational license fees generally range from approximately $50 to over $1,000, depending on the issuing agency. Some licenses and permits may require renewal, with renewal fees commonly ranging from $25 to several hundred dollars.

In certain situations, an LLC may not be required to obtain any licenses or permits at all, resulting in no licensing costs.

You should always confirm specific licensing requirements, fees, and renewal costs with the appropriate state and local authorities.

North Carolina Sales And Use Tax Certificate Of Registration

If your LLC sells taxable goods or services in North Carolina, you need to register with the North Carolina Department of Revenue (NCDOR).

This registration is completed by obtaining a Sales and Use Tax Certificate of Registration.

Registration is free regardless of how you apply or how many locations your LLC has. You can submit your application online or by mail.

Why Your LLC Needs North Carolina Business Licenses

1. Penalties For Violating State-Level License Requirements

If you run a business, trade, or profession that requires a license without getting one, you may face penalties.

The state can charge 5% of the license fee for each month (or part of a month) the license is missing. This can go up to a maximum of 25%, with a minimum of $5.

Continuing to operate after receiving written notice from the Department can result in an additional penalty of $1,000. This is outlined in G.S. § 105-236(2).

2. Penalties For Not Obtaining Required Municipal Licenses

Cities and counties in North Carolina can penalize businesses that operate without the necessary local licenses or permits. While enforcement procedures differ by municipality, penalties usually follow limits set by state law.

For instance, let’s suppose you run a business in the City of Marion. In this case, you would be required to secure a local business license and pay the annual fee. If you don’t get a license or renew it by the April 30 expiration date, late penalties come into effect. Starting June 1, a 5% penalty is added to the unpaid license fee. Plus, an additional 5% is added for each subsequent month it stays unpaid.

Even if the city sends renewal notices as a courtesy, missing a notice doesn’t excuse a business from renewing.

Most LLCs don’t require a federal license, but businesses in certain specialized or highly regulated fields must get federal approval to operate legally.

  • Get an Employer Identification Number (EIN) from the Internal Revenue Service (IRS).
  • File any necessary federal tax returns each year.
