Once you’ve officially formed your Limited Liability Company (LLC) by filing your Articles of Organization formation documents, you must obtain your Employer Identification Number (EIN). Following this, you have several compliance obligations to complete before you begin full business operations.

One of the most important ones is to obtain your District of Columbia Basic Business License (BBL), also known as the business license in the District of Columbia. Without one, you may face fines, penalties, and potential administrative dissolution (business closure). Alongside this, you may need to acquire certain professional licenses if your LLC engages in district-regulated industries.

In this guide, I will provide detailed guidance on how to register for a BBL using the DC Business Center. You’ll learn how to apply for your District of Columbia business license, as every license type is different.

Overview Of The District Of Columbia Business License

Anyone conducting business in the District of Columbia must acquire and maintain a BBL under DC Code § 47–2851.02. The purpose of this is to ensure the safety of all residents and visitors in DC regarding certain LLC activities.

Your LLC may need to obtain more than one license:

  • You must acquire a BBL for each operating location in the District of Columbia if you’re conducting the same business activity but from different locations.
  • You may be required to obtain a BBL if you’re conducting multiple business activities at the same location. This may be required for each business activity if they’re distinct.

The BBL fee structure was simplified in September 2025 after the B.E.S.T. Act. While this applies across all license types, the availability of each license length depends on the specific business category.

These are your District of Columbia business license costs:

  • 6-month license: $49.
  • 2-year license: $99.
  • 4-year license: $198.

You can apply for your license using two main methods:

  • Online: Apply using the My DC Business Center. Payment can be made using a major credit or debit card.
  • In-person: Go to the DLCP Business License Center and submit your application in person. Their staff will direct you to a kiosk to apply via the DC Business Center. You do NOT need an appointment.

Your BBL may take up to 1 week to be approved. Once you’ve applied, you can log into the My DC Business Center and download a free copy of your license at any time. Alongside this, you can verify your BBL using SCOUT or by calling the Business Licensing Division at (202) 671-4500.

Your existing BBL can be renewed via the My DC Business Center. I’ve discussed how to do this in the following sections. You may also need to obtain professional licenses alongside your BBL. Again, I’ve discussed this in the following sections.

1. Different Levels Of Licensing

In Washington, D.C., you have two main business licensing jurisdictions:

  1. District licensing: Licenses are issued by the DLCP or relevant district licensing boards.
  2. Federal licensing: Licenses are issued by federal agencies.

Important: As Washington, D.C. is already a city, it does NOT have municipal licensing.

DC licensing falls into two main categories in most cases:

  1. BBLs: These apply to all businesses operating in the district.
  2. Occupational or professional licenses: These only apply to certain LLCs operating in regulated industries.

Note: Your professional and occupational licenses do NOT have the same requirements or fee schedules as your BBLs. I’ve discussed this later in the article.

2. The General Business License

Your BBLs have several sub-categories, with the most common one being the general business license. Most DC businesses don’t fall within one of the business license categories listed in the DC Basic Business License application.

You need to first determine the type of required license when applying for your BBL. This is based on your LLC’s operational activities. You must apply for a general business license if your activity does NOT fall within one of the listed business license categories.

BOTH of these statements MUST be true to determine if your LLC needs a general business license:

  1. Your LLC does NOT fall into any other business license category.
  2. Your LLC owners (or you) do NOT need to maintain professional licenses or be regulated by a local or national certification board/body.

Tip: If you’re not sure what type of business license your LLC needs, you can call the Business License Center at (202) 671-4500. Their knowledgeable staff will ask questions regarding your business activities, then let you know if it falls under the General Business License category or something different.

Before applying for your BBL:

Several DC business license requirements must be met before submitting your BBL application:

To apply for a BBL, you need to make an Access DC account to log in to the My DC Business Center portal once you’ve obtained the required documentation. I’ve provided step-by-step guidance on how to create your account after taking you through the online filing process.

Follow the instructions below if you already have an Access DC account.

Note: Other license types (NOT the general business license) have different document requirements. With each LLC being unique, my guide focuses on the general process to obtain your business license rather than being specific to your business.

You can select your business activities from the Business Licensing Division by clicking on “Requirements.” This allows you to check which activities require which documents.

1. Getting Started

Navigate to the My DC Business Center portal. Then, click “Access DC Sign In or Sign up.

The system should then redirect you to the Access DC login page. Log in with your email and password.

After this, you will be asked to link your My DC Business Center account to your new account. This step is for the older system. As you’re registering all new documents with AccessDC, you can skip this step and click “Proceed without linking here”.

2. Access Your Filing Form

The system should then take you to the main dashboard page. Click “My BBLs” to continue.

Then, click “Apply for a new License.

Following this, a guideline page will appear: “How To Use The Basic Business License Online Application.

Scroll down and click “See details,” then “2. Steps to APPLY for a Basic Business License Online”  if you want to read the guidelines before filing.

3. Select Your Primary Business Activity

Note: As I’ve briefly stated above, I am describing the general business license registration process. Therefore, the flow and order of questionnaires will be different from other activity types.

Click “Look Up Business Activities and License Categories (Here)” to see the activities that fall under each group. Alternatively, use the Business Licensing Division link to review the detailed activity descriptions.

After this, the system should generate a pop-up with dropdown lists allowing you to review the activities within each group. This is a read-only section and can NOT be changed.

After reviewing the different activity groups, select the suitable option and click “Next” to continue.

4. Complete The Pre-Application Questions

a. Select ONE Primary Business Activity

Next, choose your primary business activity from the drop-down list. Then, click “Next” once finished.

You can also click “Back” and choose a major activity group again if you’re unsure.

b. Secondary Business Activities (Optional)

This field depends on your primary business activities. You can choose additional activities related to your LLC. However, this section is optional.

  • Check the box next to an activity and click “Done” if you want to choose one.
  • Leave them blank and click “None” if you don’t want to choose any.

c. Sub-Category (Optional)

This field also depends on your chosen primary business activity. Choose a sub-category for your primary activity. This specifies the type of business you’re operating.

d. Corporation Registration

Answer the following questions on the corporation registration page:

  • Is this business already registered with DLCP’s Corporations Division?”: Click “Yes”. 
  • What is your Business Structure?”: Choose Limited Liability from the dropdown list
  • What is the trade name?”: Leave this blank if you have no trade name.
  • Would you like a six (6) month, two (2) year, or four (4) year license?”: Select whether you want to pay for 6 months, 2 years, or 4 years. Most filers pick 2 years, meaning you’ll renew your LLC’s BBL every 2 years.

Note: The last question may vary as some licenses don’t have a 6-month option.

Following this, answer the residency questions as follows:

  • Will this business be located in the District of Columbia?”: You’ll need to answer a question about your home-based business if you select “Yes.”
  • Will this business be home-based?”: You must answer a question about your Home Occupation Permit if you select “Yes.” The next question will NOT appear if you select “No.” In this case, you’ll fill in your CofO (Certificate of Occupancy) number later on.
  • Do you have a Home Occupation Permit (HOP) from the Office of Zoning?”: Choose “Yes” if you’re operating at home and already have an HOP. You’ll then enter your HOP number later on.
  • Which Tax Identification Number is associated with your business: Federal Employer Identification Number (FEIN) or Social Security Number (SSN)?”: Select “FEIN”

e. License Category And Fee Confirmation

The system should automatically determine the type of required business license based on your pre-application questions. The page should also show the total amount due.

Click “Next” to proceed.

5. Finish The Application Checklist

Click the “Enter Information about Your Business (Here)” link to start this section.

a. Business Premises Address

First, enter your Certificate of Occupancy or Home Occupation Permit based on your business residency. Click “Search for CofO” or “Search for HOP.

Select the “I will upload my CofO/HOP with my Supporting Documents” checkbox and type in your business premises address if you have issues entering your CofO/HOP number.

Then, click “Next” to proceed to the corporate registration section.

b. Corporate Registration

Provide your Certificate of Organization number (this is the document you receive after successfully filing your Articles of Organization). 

Note: You can Search Your LLC Name Using CorpOnline if you need to find your LLC’s file number. This is also known as your “Initial File Number.”

Following this, your LLC’s main information should appear below. Carefully check to make sure everything is correct. Then, select “Correct” twice and click “Next.

c. Registered Agent Address

In this section, review your DC Registered Agent address. Select “Correct” twice to confirm that it’s correct. Then, click “Next” to proceed to the mailing address section.

d. Mailing Address

Add your mailing address in the bottom section. This should include:

  • Your LLC name.
  • Your first and last name.
  • Your email address.
  • Your LLC’s mailing address.
  • Your phone number.

Click “Next” after completing the required fields.

6. Upload Your Supporting Documents

After finishing your application checklist, you should be taken to the Application Checklist overview page. Make sure that all checklists are ticked.

The system will notify you if you need to upload any supporting documents. Click “Upload Supporting Documents (Here)” and upload them. Otherwise, leave everything as is.

Follow these steps to upload your required files:

  1. Click “Browse” to choose your file 
  2. Select “Upload.” 
  3. Use “Clear” to remove documents that have been selected but not uploaded. 
  4. Use the red “X” to remove documents that have already been uploaded.

7. Add Your Tax And Revenue Information

Next, you need to provide your tax and revenue information. To begin, click “Enter Tax and Revenue Information (Here)”.

a. Check Clean Hands

To check your clean hands certification, scroll down, enter your EIN, and click “Check Clean Hands.” This is a mandatory requirement that checks if you or your business owes more than $1,000 to the district or has failed to file your required tax returns. Your DC licenses will be rejected if this is the case.

The DC government will cross-check your business to see if it’s complying with its financial and tax obligations once you enter your EIN.

Warning: You need to register with the Office of Tax and Revenue first before obtaining your BBL as I’ve stated above. The system will notify you to register for your required tax and won’t let you continue your application process if you attempt to enter your EIN without registering.

Once you’ve completed your registration with the Office of Tax and Revenue, you will get a notice number. This is also required in the later filing stages.

You should receive a Certificate of Clean Hands once you’ve completed the checking procedure and your BBL has been approved.

Click “Next” once you’ve completed the required fields.

b. Enter Your LLC’s Tax Registration Notice Number

After checking for your clean hands certification, you must enter your tax registration information:

  1. Enter your LLC’s Tax Registration Notice Number.
  2. State your name and select “Owner” from the drop-down menu.
  3. Provide your LLC’s FEIN (EIN number).
  4. Check the box at the bottom.
  5. Enter your name again.
  6. Click “Next”.

Finally, you’ll be taken to the Application Checklist overview page one last time. Click “Next” to continue once you see check marks in all sections.

8. Verify Your Information

You should now see the total amount due alongside the information you’ve entered so far. Carefully review the information and check for typos or errors.

  • Click “Return to Checklist” if you need to make any corrections.
  • Click “Next” to proceed if everything looks good.

Press “Confirm” in the pop-up box once everything has been checked and confirmed.

9. Complete Your Filing Payment

Finally, enter your email address and payment details. Then, check the box and provide your full name (first name and last name).

At the bottom of the page, click “Submit” to finalize your payment. Your LLC’s BBL application has now been successfully submitted to the District. 

10. The Approval Processes

Most DC business licenses should be approved immediately. You should then be able to download your business license. Ensure you save and print a copy for your business records. Other business license types may take up to one week to be reviewed and approved by the Business Licensing Center.

Note: The online filing system will notify you when your license is available to download. You will receive an email once it’s ready.

Creating Your Access DC Account: A Step-By-Step Guide

1. Go To The Portal

Go to the Access DC login page and click “Sign up“. Alternatively, you can use this link if you can’t find the sign-up button: Access DC sign up.

2. Enter Your Information And Create A Password

Once you’re on the main portal, enter your personal information:

  • Your first and last name.
  • Your email address (this will be used as your username).
  • Your phone number.

Then, create your password using the following requirements:

  • It must contain at least 8 characters.
  • It must have one lowercase letter and one uppercase letter.
  • It must have a number.
  • It must have a special symbol.
  • It can NOT contain any part of your username, first name, or last name.

3. Sign In To Your Email

After creating your username and password, the system will send you a verification email.

4. Verify Your Phone Number (Optional)

Once you’ve clicked the “Activate Account” button, you should be taken to the phone verification page. Click “Continue” to access your dashboard or verify your phone number.

Renewal Process For The BBL

Use the My DC Business Center portal to renew your BBL. This can be done up to 90 days before it expires. The approval process takes around 3-5 business days.

Follow the steps below to renew your BBL:

  1. Access your account by logging into the My DC Business Center.
  2. Select “My BBLs.”
  3. Scroll down to file your existing BBL. Do NOT click “Renew an Existing License.”
  4. Find your license and click the RENEW link.
  5. Follow the on-screen prompts to submit your renewal.

You will be sent renewal reminders from the DLCP at 90, 60, 30, and 7 days before your expiration date. You must still renew your license on time, even if you don’t receive it.

Tip: I strongly advise setting up a repeat reminder on your phone, computer, and/or your calendar.

District Occupational And Professional Licenses

The BBL includes most of the categories your LLC will engage in. However, some specific activities require professional/occupational licenses. Examples include Certified Public Accountants, Architects, Real Estate Salespersons, and Security Officers.

The Importance Of Applying For A Business License For Your LLC

1. Basic Business License

a. Penalties For Not Obtaining Your BBL

Every LLC conducting business in the District of Columbia must maintain a BBL under DC Code § 47–2851.02.

Your LLC faces several consequences if you fail to obtain your BBL. For example, if you’re an insurance company operating without the required licenses, you may be fined $100 per day and face additional civil fees and penalties under DC Code § 47–2604.

b. Penalties For Not Renewing Your BBL

The DLCP will also impose additional penalties for failing to renew your BBL. This is based on how long your BBL remains unrenewed after its expiration date.

  • Lapsed (1 to 30 days late): $75 penalty.
  • Expired (31 days to 6 months late): An additional $75 penalty ($150 total).
  • Pending Enforcement Referral (6 to 9 months late): An additional $200 penalty ($350 total).

The above penalties apply if you don’t renew your BBL. You’re still considered to be operating with a license, so you won’t face additional fees.

However, if you don’t renew your license for more than 9 months, you reach the “Referred to Enforcement” stage. When this happens, you’re considered to be operating your LLC without a license. In this case, you’ll need to pay the fee for not renewing your license and the fee for operating without one.

Furthermore, the Consumer Protection Unit will investigate your LLC, and you may face other consequences.

2. Occupational License

You can NOT offer services in a licensed profession without holding a valid certification, license, or registration under the DC Code § 47–2853.02.

The District of Columbia licensing boards may impose additional penalties under the DC Code § 47–2853.17 if you violate the professional licensing laws. This includes noncompliance or misconduct.

  • Civil fines: Up to $5,000 per violation.
  • Formal reprimand by the licensing board.
  • Denial, suspension, or revocation of a license, registration, or certification.
  • Probation, remediation, retraining, or reexamination requirements.
  • Cease-and-desist orders and loss of the right to practice in DC.

Do I Need A Federal Business License?

In most cases, your Washington, D.C. LLC does NOT need a federal permit or business license. However, you must obtain one if you operate in a federally regulated industry.

You must still meet two main federal requirements if your LLC activities are NOT listed in the table:

  1. Acquire your EIN from the Internal Revenue Service (IRS).
  2. File your federal taxes each year as required by law.
