Arizona Business License Requirements
You have three main licensing jurisdictions when operating your business in Arizona:
- State licensing: issued by state-level government agency
- Local licensing: issued by local government agency
- Federal licensing: issued by federal licensing board.
Regarding license type, business licenses can be divided into 2 main categories:

Arizona has two main types of state-level business licenses:
1. Arizona General Business License
In states requiring businesses to obtain a general business license, all LLCs must have one regardless of their industry. However, Arizona does NOT require a statewide general business license.
Your LLC may need an occupational or professional license to operate legally in the state, depending on the nature of your business.
2. Arizona Occupational License
Check with the appropriate Arizona licensing board to see if your business or occupation requires an occupational license.
Under the new Arizona Universal Licensing Recognition law, individuals who hold an active occupational license in another state qualify for a comparable license in Arizona more easily.
This only applies to individuals with an equivalent out-of-state active license who are in good standing with the state. As part of the licensing process, applications must still meet the Arizona documentation and verification requirements.

Municipal Business License
You have two types of municipal business licenses.
- General business license.
- Occupational license.
These can be issued by towns, cities, or counties located in Arizona. I’ve referred to these collectively as “Municipality” to keep things simple.
You must obtain a license regardless of your business industry if a city or county requires your LLC to have a general business license. Furthermore, you need to obtain your occupational license based on the specific nature of your business activity if required by the municipality.
Tip: With not all Arizona municipalities requiring a business license, it’s important that you verify your local requirements. Check both your city and county regulations, as their requirements can differ, even if they’re in the same region.

Arizona Transaction Privilege (Sales) Tax (TPT) License
You will need to obtain the state Transaction Privilege Tax (TPT) License if you plan to sell a product or engage in an activity subject to sales or use tax. This is commonly referred to as a sales tax, resale, wholesale, vendor, or tax license.
The Arizona TPT tax is actually a tax on the privilege of doing business in the state rather than a traditional sales tax. These requirements apply whether you have a physical Arizona business location or sell products online.
Businesses requiring a TPT License include:
- Restaurants and bars.
- Rental and licensing for use.
- Hotel and motel (Transient lodging).
- Online lodging marketplace.
Note: You’re responsible for remitting your tax to the Arizona Department of Revenue (ADOR) if you’re collecting TPT. You can register for your TPT License and file your return using the Arizona Department of Revenue’s online portal at AZTaxes.gov.

- Some municipalities charge a small application fee of approximately $10 to $100. Others charge no fee if no license is needed.

Do I Need A Business License In Arizona?
An Arizona business license is the official authorization that allows your LLC to legally perform business operations in the state.

For example: You’re running a liquor store without the proper licenses. Under Arizona Revised Statutes, Chapter 2, Article 3, § 4-244, you’re at risk of the following penalties:
- A civil penalty of not less than $200 and not more than $5,000 (Each offense).
- Your business records may be seized by law enforcement.
- Any amount of alcohol found on the premises may be confiscated.
- Property used in connection with the violation may be forfeited under Section 13-2314 or Title 13, Chapter 39. This law applies to equipment, proceeds, or vehicles involved in illegal business operations.
